conceptgoalmanagement
“Quality Management”, “Industrial Safety and Environmental Conservation”, “Research and Development” and “Information Technology” are key functions to the business management of TFC. The proper execution of individual functions greatly impacts the enduring operation of the company, thus listed as major management activities to be monitored for efficiency and effectiveness.

I. Total Quality Management

”Quality” is life to the company and the physical representation of corporate management capability and responsibility. Under the Quality Policy of “Innovative Growth”, “Quality Commitment”, “Full Involvement” and “Innovative Services”, TFC implements the Total Quality Management (TQM) System. In 1952, TFC started introducing the implementation of Taiwan’s first Quality Control system in its Hsinchu plant. In 1992, after over fifty years of development, TFC introduced ISO system with the obtaining of ISO-9002 certification by the Hsinchu plant in 1993, a first among state-owned enterprises. Currently, all TFC plants have obtained ISO 9002 (2000) registration.

II. Industrial Safety and Environmental Conservation

TFC is always emphasizing the importance of industrial safety and environmental conservation efforts through stringent self-disciplines. Related control measures and operating regulations have been set and routinely monitor for the effectiveness and efficiencies of proper execution.

”Industrial Safety and Environmental Conservation Management, Precision Execution and Continuous Improvement” is the guideline for TFC industrial safety and environmental conservation efforts. Precision execution is ensured through recurring training and education program, automatic inspection, standard operating procedure, danger pre-recognition, safety promotion, zero hazard program, 5S-TPM-TQM activities…etc. TFC is expecting to achieve the goal of “Work Safety, Zero Hazard” under the Three Protections employee safety program of “Self-Protection”, “Mutual Protection” and “Protection Monitoring”.

On the environment protection front, TFC complied with the economic development with environment protection policy set forth by the government. Strict management and control measures have been implemented based on related government regulation and aggressively pushing for the self-declaration environmental management system (ISO 14001) devoted to pollution prevention and improvements. All TFC plants adopt high efficiency production processes design to reduce the waste generation and equipped with pollution prevention equipments to enhance the measuring, monitoring and continuous improvement of air, water quality, noise reduction and waste management with great success.

III. Research and Development
To support corporate business development and transformation planning, the research and development strategy and direction for TFC are stated as follow:
  Strategy

  3. Cultivate research and development talents, establish robust research and development team.
  4. Fully utilize governmental and external resources, construct integrated research and development mechanism.
  5.

Strengthening new product application technology capability to provide knowledgebase services.

  Direction
  1. Establish microbiology fermentation core technology, develop biotech fertilizers and pesticides.
  2. Establish chemicals purification and synthesis core technology, develop purification reuse chemicals and specialty chemicals.
  3. Establish marine biotech ranching and Deep Ocean Water (DOW) derived application core technology to develop derivative products for vital health.

IV. Information Technology
Applying information technology (IT) for real-time information sharing, digitization of business management information and simplification of business processes. Complying with the current IT development trend, TFC construct the following information system architecture toward e-business management model:
